55. Every person referred to in sections 54 and 54.1 is considered to be an officer for the purposes of this division.
For the purposes of this Act, an officer within the meaning of this Act is deemed to hold pensionable employment when he holds full-time or part-time employment, which includes, among other periods, any period during which he is absent without pay, is entitled to salary insurance benefits and, in the case of a female officer, is on maternity leave.
For the purposes of this Act, salary insurance means the salary insurance that is mandatory for the officer, but does not include the salary insurance referred to in section 69.0.1.

For the purposes of this Act, an officer is a member of a pension plan from the first day he holds pensionable employment and the officer is deemed to be a member of the plan as long as he remains an officer to whom this plan is applicable.
For the purposes of this Act, salary insurance means the salary insurance that is mandatory for the officer.

55. For the purposes of this division, the following are considered to be public servants:
(1)  persons appointed and remunerated under the Public Service Act (chapter F-3.1.1);
(2)  the Secretary General of the National Assembly, the Executive Secretary to the Prime Minister and the Auditor General;
(3)  the director, the officers and employees of the École provinciale de médecine vétérinaire;
(4)  the agents-general of Québec;
(5)  the members of:
(a)  the Commission municipale du Québec;
(b)  the Office du crédit agricole du Québec;
(c)  the Régie de l’électricité et du gaz and the Régie des services publics;
(d)  the Office du drainage;
(e)  the Commission des allocations sociales du Québec;
(f)  the Commission des normes du travail;
(g)  the Commission de la fonction publique du Québec;
(h)  Hydro-Québec;
(i)  (subparagraph repealed);
(j)  the Bureau des expropriations de Montréal;
(k)  the Régie des marchés agricoles du Québec;

(8)  the permanent employees of the Raffinerie de sucre du Québec and the secretary, functionaries and permanent employees of the Société de radio-télévision du Québec;
(9)  the secretary and members of the Commission de police du Québec, except the president and any other member who is a judge;
(10)  the manager of the municipality of the Côte-Nord-du-Golfe-Saint-Laurent, the manager of the school municipality of the Côte-Nord-du-Golfe-Saint-Laurent and the employees of the Syndicat national du rachat des rentes seigneuriales;
(11)  the functionaries and employees appointed by the Public Protector;
(12)  the general manager and the permanent employees of the Centre de recherche industrielle du Québec;
(13)  employees of the Société des alcools du Québec;
(14)  the members of the Office des professions du Québec and the secretary and other employees of the Office;
(15)  a member of the staff of the Lieutenant-Governor, a member of the staff of a minister or of a person contemplated in section 124.1 of the Act respecting the National Assembly (chapter A-23.1);
(16)  the president of the Conseil de la Science et de la Technologie;
(17)  the chairmen, managing directors and the employees of the Fonds de la recherche en santé du Québec and of the Fonds de recherche en agriculture, en pêcherie et en alimentation;
(18)  the president and employees of the Fondation pour le développement de la science et de la technologie.
(18.1)  the president and the employees of the Agence québécoise de valorisation industrielle de la recherche;
(19)  the president and employees of the Société immobilière du Québec;
(20)  the director general and employees of a museum established under the National Museums Act (chapter M-44);
(21)  the superintendents appointed under the Act respecting the Inspector General of Financial Institutions (chapter I-11.1).

55. For the purposes of this Division, the following shall be deemed officers or employees of the Gouvernement:
(1)  the functionaries and workmen governed by the Civil Service Act;
(2)  the Secretary General of the Conseil exécutif, the deputy ministers within the meaning of the Civil Service Act (chapter F-3.1), the Secretary General of the Assemblée nationale, the Executive Secretary of the Prime Minister, the Executive Secretary of the Lieutenant-Governor, the Superintendent of Insurance, the secretary of the Conseil du trésor and the Auditor-General;
(3)  the director, the officers and employees of the École provinciale de médecine vétérinaire;
(4)  the agents-general of Québec;
(5)  the members of:
(a)  the Commission municipale du Québec;
(b)  the Office du crédit agricole du Québec;
(c)  the Régie de l’électricité et du gaz and the Régie des services publics;
(d)  the Office du drainage;
(e)  the Commission des allocations sociales du Québec;
(f)  the Commission du salaire minimum;
(g)  the Commission de la fonction publique du Québec;
(h)  Hydro-Québec;
(i)  the Commission de contrôle des permis d’alcool, except the chairman and the vice-chairman;
(j)  the Bureau des expropriations de Montréal;
(k)  the Régie des marchés agricoles du Québec;
(l)  the Régie des eaux du Québec;
(m)  repealed;
(n)  the Régie des loteries et courses du Québec and the Société des loteries et courses du Québec but only, in the case of the members of the latter, until the expiry of their term in progress on 14 February 1979;
(o)  the Commission des valeurs mobilières du Québec appointed after 7 July 1971, except those members who shall hold office during pleasure;
(p)  the Commission des transports;
(6)  the chairman and vice-chairman of the Commission d’aménagement du Québec, the general manager of the Société des alcools du Québec, the chairman of the Caisse de dépôt et placement du Québec, the president of the Société québécoise d’exploration minière, the members of the Régie de l’assurance-récolte du Québec who are appointed for ten years, the president and general manager of the Office de radio-télédiffusion du Québec, the members of the Société d’habitation du Québec, the general manager of the Société du parc industriel du centre du Québec, the president of the Régie de l’assurance-maladie du Québec, the manager of the Raffinerie de sucre de Québec, the président and the vice-president of the Commission des services juridiques, the president of the Régie des rentes du Québec, the chairman of the board of directors of the Société de récupération, d’exploitation et de développement forestiers du Québec if he is a member of the civil service, the chairman of the Office des professions du Québec, the members of the Bureau de révision de l’évaluation foncière du Québec, except the persons contemplated in the fourth paragraph of section 65 of chapter 31 of the statutes of 1973, the chairman of the Council of arbitration appointed under section 41 of the Act respecting manpower vocational training and qualification (chapter F-5);

(10)  the manager of the municipality of the Côte-Nord-du-Golfe-Saint-Laurent, the manager of the school municipality of the Côte-Nord-du-Golfe-Saint-Laurent and the employees of the Syndicat national du rachat des rentes seigneuriales;
(11)  the functionaries and employees appointed by the Public Protector;
(12)  the general manager and the permanent employees of the Centre de recherche industrielle du Québec;
(13)  employees of the Société des alcools du Québec;
(14)  the members of the Office des professions du Québec and the secretary and other employees of the Office.
