An officer under 60 years of age who has retired by reason of physical or mental disability and who becomes able to render services, may be called upon by the Government to fill any public office the duties of which he is qualified by his previous service to discharge, and which is not inferior in rank and emoluments to the office he had left; provided always that the discharge of the duties of the office permits him to reside either at the seat of the Government or in the district where he last resided.
