26. The amount required to pay the cost of redeeming a period of absence without pay referred to in section 24 or 24.0.2 is payable either in a lump sum or by instalments spread over the period and payable at the times determined by Retraite Québec or, if provided for in the employee’s conditions of employment, by using all or part of the employee's accumulated sick leave. In the latter case, their employer shall pay all or part of the amount according to the terms determined by Retraite Québec.
Any amount paid by instalments bears interest, compounded annually, at the rate provided for in Schedule VII in force on the date on which the application is received and computed from the date on which the redemption proposal made by Retraite Québec expires.

The interest rate provided for in Schedule VII, applicable to the cost of redemption paid by instalments, is established according to the rules, terms and conditions prescribed by regulation. The regulation may have effect 12 months or less before its adoption.

If this amount is paid by instalments, it bears interest, compounded annually, at the rate in force on the date on which the application is received, and computed from, as the case may be, either of the following dates:
(1)  the end of the sixth month following the return to work or, in the case of a part-time leave without pay, the end of the sixth month following the end of the authorized leave if the application is received before the end of that sixth month;
(2)  the date of receipt of the application if it is received after the end of the sixth month following the return to work or, in the case of a part-time leave without pay, following the end of the authorized leave.
Notwithstanding the second paragraph, this amount does not bear interest for the period during which the redemption proposal is valid.

26. The employee may spread the payment of the amount required to pay the cost of redeeming a period of leave without pay, including the interest prescribed by section 25, over the period and at dates of payment determined by the Commission.
However, all or part of the amount bears interest, compounded annually, at the rate in force on the date of receipt of the application from, as the case may be, either of the following dates:
(1)  the end of the sixth month following the return to work or, in the case of a part-time leave without pay, the end of the sixth month following the end of the authorized leave if the application is received before the end of that sixth month;
(2)  the date of receipt of the application if it is received after the end of the sixth month following the return to work or, in the case of a part-time leave without pay, following the end of the authorized leave.

However, if all or part of the amount is not paid after the return to work, it bears interest at the rate in force on the date of receipt of the application from, as the case may be, either of the following dates:
(1)  the end of the sixth month following the return to work after the end of the leave without pay if the application is received before the end of that sixth month;
(2)  the date of receipt of the application if it is received after the end of the sixth month following the return to work after the end of the leave without pay.

26. The employee may spread the payment of the amount required to pay the cost of purchasing the leave without pay, including the interest provided for in section 25, over the period and payment dates determined by the Commission.
However, if all or part of the amount is not paid after the return to work, it bears interest at the rate in force on the date of receipt of the application from, as the case may be, one of the following dates:
(1)  1 January following the end of the leave without pay if the application is received before the end of the year in which the leave ends;
(2)  the date of receipt of the application if it is received after the end of the year in which the leave ends.

26. The Government shall appoint the secretary of the Commission from among the officers of the Government.
