140. The chairman shall designate one of the vice-chairmen to step in if required. If the chairman is unable to act, the Minister shall designate a replacement.

140. The results of such valuations, with respect to the employees who may be unionized, shall be used to determine the rate of contributions for all the employees. Such rate must equal 5/12 of the funds necessary to maintain solvency of this plan.
