(a) to receive the financial reports and the actuarial valuation reports provided for by this act;
(b) to establish one or more committees of review composed of five of its members, two of whom are chosen from among the representatives of the union employees, to examine the applications for review provided for by section 143 of this act and to make recommendations to the Commission;
(c) to advise the Commission on the application of this act;
(d) to advise the Minister on possible amendments to this act and to the regulations hereunder and on agreements to be concluded under section 154;
(e) to make recommendations to the Minister on the administration of this act.
