80. When, upon a complaint or after inspection by its officers, the municipality has recognized the existence upon an immovable of a nuisance or unsanitary condition, it shall send a notice putting the owner or occupant of the immovable in default, requiring him to abate it or to do the necessary work to prevent its return, within the time it determines.
