70.11. The Minister shall issue a permit to every person who furnishes the information and documents required by regulation and by the Minister, who satisfies the other conditions prescribed by regulation and who pays the fees prescribed by an order made under section 31.0.1.
As prescribed by section 5 of the Act respecting administrative justice (chapter J-3), the Minister may, however, after notifying the applicant and allowing him to present observations, refuse to issue a permit where he is of the opinion that the project constitutes an inacceptable risk for health or for the environment.
