2. The Minister may:
(a)  coordinate research carried out by Government departments and bodies on the problems of the quality of the environment;
(b)  (paragraph repealed);
(c)  prepare plans and programs for the conservation, protection and management of the environment and emergency plans to fight any form of contamination or destruction of the environment and, with the authorization of the Government, see to the carrying out of those plans and programs;
(d)  grant, on the conditions determined by regulation of the Government, loans or subsidies to bodies or individuals to promote the training of experts in the fields contemplated by this Act;
(e)  acquire, make, instal and operate in any part of the territory of Québec, all apparatus necessary for the supervision of the quality of the environment and implement any experimental project respecting the quality of water, the management of waste water or residual materials and, for such purposes, acquire by agreement or expropriation any necessary servitude or immovable;
(f)  (paragraph repealed);
(g)  obtain from the departments of the Government, any body under their jurisdiction, municipalities, school service centres and school boards any information necessary for the application of the Act;
(h)  (paragraph repealed);
(i)  (paragraph repealed);
(j)  devise and implement a program to abate the discharge of contaminants resulting from the operation of industrial establishments and to monitor the discharge of contaminants resulting from the operation of municipal wastewater treatment works.

His functions shall also be to supervise and preserve the quality of the environment, to promote its depollution and to advise the Government, its departments and bodies on the prevention of deterioration of the environment and the protection of living species and property.
For such purposes, he may:

(b)  carry out or cause to be carried out research, studies, inquiries and inventories on whatever concerns the quality of the environment;
(c)  prepare plans and programmes for the conservation, protection and management of the environment and emergency plans to fight any form of contamination or destruction of the environment and, with the authorization of the Government, see to the carrying out of those plans and programmes;
(d)  grant, on the conditions determined by regulation of the Government, loans or subsidies to bodies or individuals to promote the training of experts in the fields contemplated by this Act;

(j)  devise and implement a programme to abate the discharge of contaminants resulting from the operation of industrial establishments and to monitor the discharge of contaminants resulting from the operation of municipal wastewater treatment works.

His functions shall also be to supervise and preserve the quality of the environment, to promote its depollution and to advise the Gouvernement, its departments and bodies on the prevention of deterioration of the environment and the protection of living species and property.
For such purposes, he may:
(a)  coordinate research carried out by government departments and bodies on the problems of the quality of the environment;
(b)  carry out or cause to be carried out research, studies, inquiries and inventories on whatever concerns the quality of the environment;
(c)  elaborate, in cooperation with the other departments managing resources, comprehensive plans and programs for the protection and management of the quality of the environment and emergency plans to fight any form of accidental pollution;
(d)  grant, on the conditions determined by regulation of the Gouvernement, loans or subsidies to bodies or individuals to promote the training of experts in the fields contemplated by this act;
(e)  acquire, make, instal and operate in any part of the territory of Québec, all apparatus necessary for the supervision of the quality of the environment and implement any experimental project respecting the quality of water, the management of waste water or waste and, for such purposes, acquire by agreement or expropriation any necessary servitude or immoveable;
(f)  publish or otherwise distribute available statistical data relating to the quality of the environment;
(g)  obtain from the departments of the Gouvernement, any body under their jurisdiction and municipal and school corporations any information necessary for the application of the act;
