55. If a holder does not comply with section 53 ou 54 or if he fails to pay an administrative monetary penalty imposed under section 86 and for which no proceeding has been brought before the Administrative Tribunal of Québec, his permit is cancelled by operation of law. Such cancellation has effect from the anniversary date of the issue of the permit.
However, the board may decide that the permit is not cancelled if the holder proves, before the board has officially ascertained the permit’s cancellation by operation of law, that he had reasonable grounds for not complying with section 53 or 54 or not paying the amount claimed under section 86 and if he pays the annual duties and the administrative monetary penalty.

55. The Régie shall not refuse to renew a permit except on one of the grounds provided for in section 86. It may also, in the cases provided for in sections 87 to 89, renew the permit but attach to its renewal an order to take corrective measures, refuse to renew an authorization, or accept a voluntary undertaking.
Sections 90 to 93 apply if the Régie refuses to renew a permit.
