48. A permit must bear the signature of the chairman, vice-chairman or secretary.
The Government may, however, on the conditions it determines, permit that the required signature be affixed by means of an automatic device or that a facsimile of the required signature be affixed to the permit, that facsimile having the value of the signature itself.
