36. To obtain a permit, a person must be of full age; if he is not a Canadian citizen, he must reside in Québec as a permanent resident or hold a work permit issued by Canadian immigration authorities that authorizes him to work in Québec, unless he is applying for an event permit as the authorized representative of a government, country, province or state.

36. To obtain a permit, a natural person must be of full age; if he is not a Canadian citizen, he must have been legally residing in Québec as a permanent resident within the meaning of the Immigration Act (Revised Statutes of Canada, 1985, chapter I-2), unless he is applying for a reunion permit or a “Man and his World” permit as the authorized representative of a government, country, province or state.
He must, in addition, if he has been condemned for an indictable offence in connection with the activities he may carry on under his permit, which is punishable by imprisonment for five years or over, have completed his sentence.
