55.15. The Government may, by regulation, prescribe the terms and conditions of inspection, sample and specimen taking and analysis, seizure and confiscation, at the time of an inspection, and establish a model for any certificate, report or minutes drawn up by a veterinary surgeon, an inspector or an analyst.

55.15. The inspector who makes a seizure under section 55.14 shall make a report indicating, in particular,
(1)  the date, time and place of the seizure;
(2)  the circumstances of and grounds for the seizure;
(3)  the description of the animal, product or equipment seized;
(4)  the name of the person from whom the animal, product or equipment was seized;
(5)  any information by which the owner or possessor of the animal, product or equipment seized may be identified;
(6)  the identity and quality of the seizor.
