51. Every person who operates an establishment without a permit commits an offence and is liable, in addition to payment of the costs, to a fine of $100 to $1 000 for the first offence and to a fine of $200 to $2 000 for each subsequent offence within two years.
In the cases where an offence contemplated in this section is committed by a corporation, it is liable, in addition to payment of the costs, to a fine of $200 to $2 000 for the first offence and to a fine of $500 to $5 000 for each subsequent offence within two years.
