46. A person authorized by the Minister to act as inspector for the purposes of this division may, in the performance of his duties,
(a)  enter at any reasonable time a place or building where he believes an offence under this act or a regulation has been committed, or an establishment, and inspect such establishment, place or building and examine the animals found therein;
(b)  examine the books, registers and documents that relate or may relate to the sale of animals and take extracts therefrom;
(c)  stop in transit any shipment of animals which he believes are intended for sale;
(d)  seize and confiscate any animal not meeting the requirements of this act and the regulations and the material and objects used in committing the offence and dispose thereof as prescribed by the Government, subject to remitting the proceeds of the sale if confiscation is not ordered by the court.
The operator or the person in charge of the establishment, place or vehicle shall assist the inspector in his investigation and put at his disposal all the books, invoices and other documents he wishes to examine.
