11. When an insect or a disease becomes a menace to the crops in a whole region, the Government, on the recommendation of the Minister, may order the quarantining, in whole or in part, of such territory, municipality, township or county as it shall determine.
The quarantining order shall be published in the Gazette officielle du Québec and shall be executory on the day of its publication. It shall clearly state the boundaries of the territory affected, the cause or causes occasioning the order, the crop or crops to which it relates, the preventive measures and means of controlling to be applied and which are compulsory, and the conditions on which a certificate of temporary release from quarantine may be issued by the Minister after the satisfactory performance of the measures prescribed; and it shall specify any other point relating to the suppression of the plague or to the proper carrying out of the quarantining. The quarantining shall cease after notice to that effect signed by the Minister has been published in the Gazette officielle du Québec.
