4. A pilot project may be devised by a public institution governed by the Act respecting health services and social services (chapter S-4.2) or by the Act respecting health services and social services for Cree Native persons (chapter S-5) which operates a hospital centre, by an institution which operates a local community service centre, or by both, jointly.
