170. The Commissioner, taking all circumstances into account, including the nature and gravity of the facts alleged in the complaint, may order the holding of an investigation.
The Commissioner shall forthwith notify the complainant, the police officer whose conduct is the subject-matter of the complaint, the director of the police force of which he or she is a member and, in the case of a complaint about the conduct of a Québec police officer in another province or a territory of Canada, the competent authority with which the complaint has been lodged in that province or territory.
