8. A regional county municipality whose territory includes an unorganized territory is presumed, with regard to such territory, to be a local municipality governed by the Municipal Code of Québec (chapter C-27.1), unless the context indicates otherwise.

8. A regional county municipality whose territory includes an unorganized territory is deemed, with regard to such territory, to be a local municipality governed by the Municipal Code of Québec (chapter C-27.1), unless the context indicates otherwise.
Where the council of a regional county municipality acts as the council of a local municipality with regard to such a territory, only the council members representing a local municipality governed by the Municipal Code of Québec are qualified to take part in the council’s deliberations and vote. However, all the council members are qualified to take part in the deliberations and vote where the council includes no representative of a local municipality governed by the said Code.
