176.8. Where the Tribunal considers it appropriate to do so, it may at any time designate a person and request that person to attempt to bring the municipality and the associations concerned to agree on the description of the bargaining units and the associations concerned to agree on the designation of an association to represent a group of employees covered by a bargaining unit.
