17. As soon as possible after the passage of the resolution authorizing the presentation of an application for a change of name, the clerk or clerk-treasurer of the municipality shall transmit a certified copy of the resolution to the Commission de toponymie to enable it to decide in favour or against the proposed name.
Not later than 60 days after receiving copy of the resolution, the Commission must transmit its opinion in writing to the clerk or clerk-treasurer of the municipality, failing which the approval of the Commission is presumed.
Where applicable, the clerk or clerk-treasurer shall draw up a certificate attesting the failure of the Commission to transmit its opinion.
