Full text
143. Subject to any new relevant and useful evidence the judge may admit, he shall render his decision on the basis of the record tramsmitted to the Court, after allowing the parties to be heard.

143. The president is responsible for the administration and overall management of the Tribunal.
He shall coordinate and distribute the work of the members of the Tribunal and they shall comply with his orders and directives in that regard.
