18. Every person is entitled to obtain a permit who applies therefor and who:

(a)  holds a diploma recognized as valid for such purpose by the Government or considered equivalent by the Bureau;

(b)  has complied with the conditions and formalities imposed under this act and the regulations of the Bureau.
