5. Except in the case of section 4, the Prime Minister shall seek the advice of the Conseil de l’Ordre before recommending to the Government that an appointment be made under this Act.
The favourable advice of the Conseil de l’Ordre in respect of the appointment is appended to the order made under section 3.
