86. (1)  The secretary shall have custody of and be responsible for the archives. He shall draw up the minutes of the meetings of the board of directors and of the executive committee, keep the registers, and certify and issue the copies of and extracts from the documents deposited with the board of directors or the executive committee. He shall discharge such other duties as this Act or the regulations impose on him or as may be specially entrusted to him by the board of directors, the executive committee or the president.
(2)  He is the person authorized to certify the capacity and signatures of practising notaries.
(3)  The assistant secretary, under the direction of the secretary, shall perform the functions and duties of the latter and replace him when he is absent or unable to act.
