18. (Repealed).
18. The chairman of the council shall be appointed for a term of not over five years; the other members shall be appointed for a term of not over three years.
No member may be appointed for more than two consecutive terms. At the expiry of their terms, they shall remain in office until they have been replaced or reappointed.
