8. No deed, document or writing binds the Minister or may be attributed to him unless it is signed by him, by the Deputy Minister, by a functionary of the department or by the holder of a position, and in these last two cases, only to the extent determined by the Government.
The Government, on such conditions as it may fix, may permit the signature of the Minister or the Deputy Minister to be affixed by means of an automatic device to such documents as it determines.
The Government may also permit a facsimile of the signature to be engraved, lithographed or printed on such documents as it determines. The facsimile must be authenticated by the countersignature of a person authorized by the Minister.

11. No deed, document or writing is binding on the department or may be attributed to the Minister unless it is signed by him, by the Deputy Minister or by a functionary and only, in the case of a functionary, to the extent determined by regulation of the Government published in the Gazette officielle du Québec.
The Government may, however, on conditions fixed by it, allow the required signature to be affixed by means of an automatic device to those documents it determines.
The Government may also allow a facsimile of the required signature to be engraved, lithographed or printed on those documents it determines. In such case, the facsimile has the same value as the signature itself if the document is countersigned by a person authorized by the Minister.
