2. Upon the recommendation of the Prime Minister, the Government shall appoint a Deputy Minister of Communications, hereinafter called the “Deputy Minister”.

2. The functions of the Minister shall be to prepare a communications policy for Québec and to propose such policy to the Government, to implement such policy, and to supervise the application and co-ordinate the carrying out thereof.
For the purposes of this act, the expression communications includes the broadcast, transmission and reception of sound, pictures, signs, signals, data or messages by wire, cable, waves or any electrical, electronic, magnetic, electromagnetic or optical means.
