3. The functions and powers of the Minister shall consist more particularly in
(1)  developing programs relating to income security and proposing them to the Government in order to ensure a proper quality of life and standard of living for every individual and family;
(2)  encouraging the entry or re-entry into the labour market of beneficiaries under an income security program;
(3)  encouraging the participation of groups in the determination of means of fulfilling individual and family needs for income security;
(4)  carrying out or causing to be carried out the studies and research he considers necessary for the pursuit of the department’s activities;
(5)  compiling, analyzing and publishing available information on income security and on the activities of his department and the bodies under its jurisdiction.

3. The Minister shall, in particular,
(1)  devise, and propose to the Government, programs relating to employment protection and development and to income security in order to ensure a proper quality of life and standard of living for every individual and every family;
(2)  promote the employment of all available manpower in Québec;
(3)  take appropriate measures in cooperation with the other ministers responsible, to facilitate the vocational training, placement, reclassification, retraining, employment protection, change of employment and mobility of manpower;
(4)  promote participation by representatives of employers and workers in devising policies and measures and in administering programs relating to employment and vocational training;
(5)  promote participation of groups in the search for means of fulfilling individual and family needs for income security;
(6)  cause such studies and research to be carried out as he considers expedient in the pursuit of the activities of the department;
(7)  compile, analyse and publish available information respecting employment, income security, minimum conditions of employment and the activities of his department and of the bodies under its jurisdiction.

(a)  to promote harmonious labour relations between employers and employees;
(b)  to cause to be carried out such studies and research as he deems useful or necessary regarding labour relations between employers and employees, the state of the labour market and the positions available there, and also the effects of technological progress on the labour market and conditions of employment;
(c)  to take, in collaboration with the other ministers responsible, such measures as he deems appropriate to facilitate the vocational training, placing in employment, reclassification, retraining, rehabilitation, change of employment and mobility of manpower;
(d)  to compile, analyse and publish available information respecting wages and other conditions of employment, strikes and lock-outs, collective labour agreements and decrees, employment, safety in public buildings and various other sectors of the field of labour, and the activities of the branches of his department and of the bodies under its jurisdiction;
(e)  to devise, and propose to the Government, policies respecting social aid and social allowances that will ensure a proper quality of life and standard of living for each individual and each family;
(f)  to promote the development and implementation of programs and services to ensure income security for individuals and families;
(g)  to encourage the participation of individuals and groups in the search for means of fulfilling their needs regarding income security.
