124. The Minister, upon such conditions as are determined by regulation, may dispose of the right of working sand and gravel deposits:
(a)  on lands in the public domain, without being obliged to pay any indemnity to the holders of claims, development licences or mining leases;
(b)  on private lands or mining concessions with the written consent of the owner or after expropriation.
