18. The Minister shall issue a culler’s licence to every person who
(1)  meets the prescribed conditions and pays the duties fixed by regulation of the Government;
(2)  successfully passes the examinations prepared by the Minister for obtaining a licence or is exempted from the examinations, in accordance with the conditions prescribed by regulation, because the person holds a licence, permit or other form of occupational certification issued in Canada to cullers or scalers.

(2)  successfully passes the examinations prepared by the board for obtaining a licence.
