109. Where this Act, the regulations or the rules provide for the mailing of a demand for information or of a notice, proof may be adduced, until proof to the contrary, that this by the affidavit of a member or member of the staff of the board who had personal knowledge of the facts, provided that to such affidavit is annexed the certificate issued for the sending of the document by registered mail or the part of such certificate relating to the particular case and a true copy of the demand for information or notice.
