14. The Commissioner appoints, as members of the police force referred to in subparagraph c of paragraph 1 of section 8.4, the persons necessary for the pursuit of the Commissioner’s mission, including those acting within the specialized investigation unit under the authority of the Associate Commissioner for Investigations, according to the staffing plan and the standards that the Commissioner determines. Subject to the provisions of a collective agreement, the Commissioner determines remuneration standards and scales for those persons as well as their employee benefits and other conditions of employment in accordance with the conditions defined by the Government.
Any member of another police force on secondment to the Commissioner by agreement between the Commissioner and the competent authority in respect of the other police force may also act as a member of that police force.
The members of the police force are peace officers throughout Québec.
They must take the oaths set out in Schedules A and B to the Police Act (chapter P-13.1) before the Commissioner.
The Commissioner, in exercising the functions of office, is authorized to administer, throughout Québec, the same oaths as a commissioner for oaths appointed under the Courts of Justice Act (chapter T-16).

14. The Commissioner may designate, from among the Commissioner’s personnel, persons to act as investigators within a specialized investigation unit under the authority of the Associate Commissioner for Investigations.
Any member of a police force on secondment to the Commissioner by agreement between the Commissioner and the competent authority in respect of the police force may also act as an investigator within the unit.
The investigators of the unit are peace officers throughout Québec.

Those investigators act within a specialized investigation unit under the authority of the Commissioner. They are peace officers for the whole territory of Québec and have the authority to prevent, detect or repress crime or statutory offences and to apprehend offenders.
They must take the oaths set out in Schedules A and B to the Police Act (chapter P-13.1) before the Commissioner.
The Commissioner, in exercising the functions of office, is authorized to administer, throughout Québec, the same oaths as a commissioner for oaths appointed under the Courts of Justice Act (chapter T-16).
