3. The corporate seat of the Board shall be in the City of Québec, but such Board may transfer it to another municipality with the approval of the Gouvernement; such change shall come into force upon publication of a notice to such effect in the Gazette officielle du Québec.
The Board may hold its sittings at any place in Québec.
