98. (1)  Before taking into consideration an application for the striking off of any name, the board of revisors must give or cause to be given by its secretary a special notice, in form 23, to every person the striking off of whose name has been applied for.
(2)  Such notice shall be of one clear day.
(3)  It shall be sent to the address where, according to the list, the person in question is deemed to have his domicile; if that person does not reply to the notice, he is presumed not to be entitled to be entered on the list.

(3)  It shall be sent by registered or certified mail to the address where, according to the list, the person in question is deemed to have his domicile. If it is returned by the post office undelivered, such person shall be presumed not to be entitled to be entered on the list.
