84. (1)  The lists of the urban polling subdivisions of each electoral division shall be revised by a board composed of three members appointed in accordance with section 85, in each electoral division.
(2)  However, if an electoral division contains more than one city or portions of cities, there shall be a board of revisors for each city or portion of a city; municipalities with a population of more than two thousand souls at the last general census shall be deemed cities for the purposes of this provision.
(3)  If the director general of elections considers that more than one board of revisors must be established in a city or portion of a city comprising in a single electoral division, he may authorize the returning officer to establish any other board of revisors he considers necessary.
