48. Every natural person is qualified as an elector and may be entered on an electoral list who fulfils the following five conditions:
(1)  He has been domiciled in Québec for at least one year before the last day of the annual revision, or for at least one year before the date of issue of the writ of election in all other cases; however, after establishing his domicile outside Québec for the discharge of duties on behalf of Her Majesty in right of Québec or of Canada, he may be entered on the list if, at the time the request for entering his name is made, he is again domiciled in Québec;
(2)  He is domiciled in a polling-subdivision on the first day fixed for the annual enumeration, or on the day fixed for the issue of the writ of election in the three following cases:
(a)  if a change of domicile occurred after the first day of the annual enumeration and an application for entry has been filed and accepted under this act at the time of the second revision, or,
(b)  if his name has not been entered at the time of the annual enumeration or revision or,
(c)  if his name is entered at the time of an enumeration or revision during an election period;
(3)  He is of the full age of eighteen years on the last day of the annual revision or on general polling-day;
(4)  He is of Canadian citizenship at the time of the entry of his name during the enumeration or revision;
(5)  He is not affected by any disqualification from voting contemplated by this act.
In the case of an immoveable situated partly in one electoral district and partly in another, the director general of elections, if he is informed thereof in time, shall ascertain in which of such electoral districts the greater part of such immoveable is situated and order that all the electors domiciled therein shall be entitled to vote in that electoral district only.
