47. The election-clerk shall assist the returning-officer in the performance of his duties. He shall act in his stead whenever the returning-officer refuses or is unable to perform his duties by reason of absence or otherwise, and has not been replaced.
The assistant election-clerk shall perform, to the extent indicated by the director general of elections, the duties of the election-clerk.
