429. (1)  Except in the case of the action provided for by subsection 3 of section 423 against the members of an association, every action or prosecution brought under this act shall be instituted within one year after the date when the candidate is declared elected, for offences committed before that date, and, for offences committed later, within six months from the date of their commission. After such delay, no action or prosecution shall be taken, unless the defendant has evaded the jurisdiction of the court.
(2)  Such action or prosecution, once begun, shall be continued to judgment without intentional delays.
