356. Subject to the provisions of sections 352, 365 and 427, the director general of elections shall retain in his possession the papers sent to him by a returning-officer with his return:
(a)  for at least one year, if the election is not contested during that time;
(b)  if the election is contested, then for one year after the decision of such contestation.
