347. A returning-officer who neglects to make his return to the director general of elections as prescribed by sections 345 and 346 shall be guilty of an offence and liable, for each day’s delay, to a fine of fifty to two hundred dollars and, in default of payment of the fine, to an imprisonment of ten to thirty days.
