34. If, due to fortuitous event or irresistible force, the returning-officer is unable to divide his electoral district into polling-subdivisions or to send five copies of the list thereof to the director general of elections within the delay fixed by sections 26 and 32, he must do so as soon as the cause of delay has ceased.
Whenever the delimitation of polling-subdivisions has not been carried out in time for the list to be forwarded to the director general of elections within the delay fixed by section 33, the last delimitation of polling-subdivisions shall be used for the purposes of the election.
