332. (1)  The judge shall also, if necessary or if so required, review the decision of the returning-officer as to the number of votes given for a candidate at any polling-station of which the ballot-box had not been received or did not contain the proper statement and papers when the returning-officer made his decision.
(2)  For the purpose of arriving at the facts, the judge shall be vested with all the powers of a returning-officer with regard to the summoning and examination of witnesses.
