310. If, at the addition of the votes, the returning-officer does not find a statement of the poll in a ballot-box that was used for the voting, he shall not on any pretext or for any reason open the large envelope containing, according to sections 275 and 279, the envelopes with the ballot-papers of each candidate, the rejected ballots, the poll-book, the electoral lists and other documents.
