306. (1)  After having received all the ballot-boxes, the returning-officer, on the day and at the place and hour appointed by the notice mentioned in section 175, shall open them in the presence of the election-clerk, the candidates or their agents, if present, or of at least two electors if the candidates or their agents are not present, and add up the number of votes given for each candidate, from the statements of the polling prepared and placed in the ballot-boxes by the deputy returning-officers.
(2)  Whenever, through fortuitous event or irresistible force, the returning-officer cannot proceed with the addition of the votes on the day and at the hour appointed, the election-clerk shall forthwith adjourn the addition to another day and hour which shall not be later than the eighth day after the date first fixed.
(3)  If the returning-officer is still unable to proceed on the date and at the hour fixed by the election-clerk, the director general of elections may, as he deems equitable and advantageous, either adjourn the addition again to as early a date and hour as possible, or appoint another person to make the addition, and such person shall for that purpose possess all the powers, functions and duties of a returning-officer.
