291. The only persons permitted to vote at a special polling-station are railway, post-office and express company employees, navigators, missionary priests, commercial travellers and all other persons whose ordinary employment obliges them to absent themselves from the place of their domicile and who have reason to believe that their ordinary employment will necessitate their absence on the general polling-day from the municipality in which they have their domicile and prevent them from voting at the current election.
