282. (1)  The returning-officer, on receiving each ballot-box, shall ascertain if it is sealed and, if it is not sealed, he shall seal it with gummed paper bands, across which he shall write his signature in such a way that it cannot be opened without the paper bands being broken.
(2)  He shall also take every precaution for its safekeeping and for preventing any person from having access thereto except himself and his election-clerk, who themselves shall not have access thereto except in the presence of the candidates or their agents specially appointed for such purpose.
(3)  Every person shall be guilty of an offence and liable to a fine of five hundred dollars to two thousand dollars, and to an imprisonment of six months to two years and, on failure to pay the fine, to an additional imprisonment of three months to one year, who, at any time after the period for counting the votes, except when so authorized by law,
(a)  opens a ballot-box,
(b)  breaks or damages a ballot-box, a seal, a gummed paper band, a lock or any other device used to keep a ballot-box closed or sealed,
(c)  introduces into a ballot-box any ballot-paper, document, paper or object of any nature whatsoever,
(d)  abstracts from a ballot-box any ballot-paper, document, paper or object of any nature contained therein,
(e)  opens a sealed or closed envelope containing the ballot-papers or other documents or election papers, or breaks or damages the seals or gummed paper bands thereof, or
(f)  attempts to commit or participates in or is accessory to the commission of any of the offences mentioned in this section.
