278. (1)  The deputy returning-officer, when so requested, shall deliver to each of the candidates or to his agent or, in the absence of a candidate and his agent, to the electors representing the candidates, a certificate, in the form 61, of the number of votes given for each candidate and of the number of rejected ballot-papers.
(2)  He shall also, immediately after the close of the polling-station, send to each candidate, by registered or certified mail, a like certificate.
