273. If, in counting the votes, it is found that the counterfoil has been left attached to a ballot-paper, the deputy returning-officer shall detach and destroy such counterfoil, taking care to conceal the numbers written thereon from all persons present and not to examine them himself. He must not reject the ballot-paper for the sole reason that he has omitted to detach the counterfoil therefrom.
