27. (1)  The Gouvernement may annex any territory not erected into a municipality or whose council is not organized, to a neighbouring municipality situated in the same electoral district.
(2)  The Gouvernement may likewise detach from a municipality any territory or portion thereof, so annexed, and may join it to another municipality of the same electoral district.
(3)  All territory so annexed to a municipality shall be deemed to form part thereof, for the purposes of this act, until such territory is erected into a municipality.
(4)  Every order-in-council made under this section shall be published in the Gazette officielle du Québec and shall only be effective from the thirtieth day following such publication.
(5)  The director general of elections shall forward a copy of such order-in-council to the returning-officer of the district concerned.
