267. Every deputy returning-officer who opens or attempts to open an envelope containing the ballot-papers as provided in subsection 1 of section 184, except at the hour and place and in the manner and circumstances prescribed by the provisions of section 185, shall be guilty of an offence and liable to a fine of five hundred dollars to one thousand dollars and to an imprisonment of six months to two years and, on failure to pay the fine, to an additional imprisonment of six months to two years.
